What are mods? Mods are some types of re-creation of the game characteristics of either the weapons, sounds, skins(which are the clothes of the character you are using in-game), cleos, etc.
By logic & our understandings of what is a sound. Sounds in-game are very nice to have, specially when you change them to other than the defaults one as you can have a really great opportunity of enjoying the game by installing few awesome sounds modifications, but the question is, how to install these weapon sounds?
• Download the weapon sounds you want.
• Download Alcis SAAT
• Move the folders of the Alcis SAAT to your GTA directory folder.
• Move the sounds you want(example: sound_007 & sound_008 - Which are the deagles sounds) to the desktop or anywhere you want to.
• Open the Alcsi SAAT & go to the LAST bank & open it.
• Head to the sound numbers & replace the older sounds with the new sounds.
Weapon modifications.. It's just a way of re-creating weapons that you have in-game from default to another awesome weapon mod that you'd find from your choice.
• Download IMG Editor / Alci IMG Editor
• Download the weapon mods you want (Example: desert_eagle.txd & desert_eagle.dff)
• Open the program. File -> Open GTA Directory -> Models -> gta3.img
• Replace the weapons & enjoy!
• Don't use CLEO mods that take advantages over players.
• Don't use CLEO mods that replace your animations or add animations to your game for example : parkour mod, new animation mod etc.
• Don't use CLEO mods that add new mappings to your map.
• If you use a CLEO mod that makes your FPS ( Frames per second ) drop, you should remove it since it affects the other people while in-game.
Cleo is a third party program where you can use for adding scripts written with Sunny Builder or other script editor for a game. Some GTA San Andreas Mods requires the use of Cleo for scripts and stuff.
How to Install Cleo Library for your GTA San Andreas.
Download the Cleo Library here. http://cleo.li/
Once done downloading click the Cleo4_setup.exe then install.
Select the Language that is best for you to understand.

Look for your GTA San Andreas Folder. C:\Program Files\ GTA San Andreas. Click your GTA Folder then click OK.

After Clicking OK, Continue Clicking Next Until you find yourself in the Installation Tab. Just Click Install.

When you're done installing you would be automatically go to the Finish Tab. Just click Finish then you're done.

How to use Cleo.
First go to your GTA San Andreas Folder. My Computer > C: > Program Files > GTA San Andreas
You would see a file named cleo http://imgur.com/ZCgF08w click that folder then you would see something like this http://imgur.com/LoHGAyX . Here you can put the scripted files inside the cleo folder and it will automatically load it into your GTA San Andreas game.
PS: Just Follow the readme.txt on the MODS that you're trying to install there they will tell you what files to put inside the cleo folder. Remember other MODS don't require Cleo while others requires Cleo in order for it to work.
You have to use the ENB that your computer can handle because if your FPS drop, it will affect the other people in-game also.
ENBs is 3D graphic modification for games like TES Skyrim, TES Oblivion, GTA, Deus Ex, Fallout, and many others. It work by modifying render functions calls of the games and applying additional effects. It's divided to generic versions and exclusive. First category allow to run it on thousands of games, not all effects will work, but you can try several versions of mod to find best suited. Second, exclusive types of the mod, are games specific versions which developed to work with some game and rarely with same game engine. Available effects are SSAO, SSIL, Depth Of Field, Lens FX, Bloom, HDR, Tone Mapping, Sharpening, Vignette, Sun Rays, Shadows, Detailed Shadows, Reflection and others in various versions of them. ENBoost is patch from ENBSeries which reduce memory usage of the games, so you may install much more modifications without crashes and errors, also it better utilize video memory of modern videocard.

Our beloved server, San Andreas Roleplay, accept only legal modifications. What do we mean by legal & illegal? Actually, legal is like having a correct structure of a skin mod, not using a skin mod that has super sayan or superman, or either a skin that is so midget & can't even be seen, which is illegal.
You can't have an NRG-500 turned to a Monster Truck. That is way too illegal and maybe can cause you a ban, who knows. Illegal weapons & other modifications are much known by most of the community & can be understandable and never abused hopefully.
What does lag consist of? Lag has three types. First one, FPS lag which is mostly known by all. Second one is Packetloss lag, which is not known by the roleplay communities. Third one is the ping lag, mainly is from the internet.
FPS lag is mainly caused by the modifications, heavy weapon/vehicle mods. Skins are soft mods, but there are sometimes heavy skin or sound mods. Every mod has something heavy. Overall, I myself prefer playing with default modifications.
What's The Best FPS?
Many people throughout the course of time have always pestered their favorite players about their gameplay settings, sensitivity, fps, and so on. FPS, short for frames per second, plays a huge role in in every game, let alone San Andreas and it's understandable that a lot of players inquire about their favorite players' FPS settings. In this guide, I will try to illustrate the differences between high fps and low fps to try to help you figure out what's best for you.
Why is FPS so important in the game? First off, you might have noticed a few things.

Low FPS (Under 37~)
*You run faster than you would with higher fps
*You swim faster than you would with higher fps
*You see less of the turbo cbug shot by the enemy
*You have difficulty performing turbo cbug
*The obvious choppiness of the game
*You might not need to perform the entirety of the shooting animation to hit players with higher FPS
High FPS (54+)
*The obvious smoothness of the game
*More keystrokes can be registered with less chance of animation failure
*Turbo c-bug is quite a bit easier
*Your mechanics against other players will almost definitely improve when using high FPS
*Recorded footage looks extremely better with higher FPS
*You can get 'more stuff done in less time' per second
There are definitely a lot more points to note but the jist of it is simple sacrifices.
Low FPS = See less bullets + Get hit less + GIVE less bullets + Lack of smoothness
High FPS = More enjoyable gameplay + the ability to turbo cbug an entire deagle clip in less than a second. (to players using the same FPS or higher) + Lower FPS can screw you over with the animation cut difference.
The reason why mid FPS (38-53) is not included is because it combines both elements of high and low fps.
I thought the most FPS the eye could see was 24? Why would it matter if I went higher or not, I can't "see it".
You know that's bullshit. /fpslimit 24, then /fpslimit 90. Tell me again you can't "see" it. Lol.
What FPS do you use?
I used to keep a static FPS (lasting like a few months) like most other players nowadays. It would range from 56 (FPS 60) down to 48. Then I realized that my FPS should depend on the weapon/way I want to play instead of what other players mostly use.
There are many ways to reduce FPS lag.
• Head to ESC -> Options -> Display Setup -> Advanced -> Frame Limiter [OFF] & Wide Screen [OFF], Visual FX Quality [LOW].
• Use /fpslimit 90.
• Use default mods if your PC/Laptop is very bad.
• Use soft sounds & soft weapon mods.
• Try to install effects that has no sand lag & explosion lags.
