The rule(s) broken:

Failure to acknowledge rules AS A HEAD HELPER./can't follow them.

A helper should know the rules so that in the future, they can answer player's questions correctly and not have invalid answers. Hassan Eagle simply doesn't know the rules hence should be demoted back to a normal Helper and replaced.

I don't see this as a "Public Place" this is clearly behind a building and not in public.

Thank you. It's horrible how a head helper isn't clear or knows the correct rules.
