Disbandment of DoC and expansion of SAPD.

The following changes have been implemented to create a better overall roleplaying experience for all parties involved.

• The Department of Corrections faction has been disbanded and will be removed from the script.
• The San Andreas Police Department will be taking over responsibilities of the DoC as state-wide police.
• Anders Rossi has been appointed as the Chief of Police.
• The San Andreas Police Department High Command has been purged.
• Changes have already been installed in-game.
