You can't have it since it is restricted, only PD members can see it.

The roster is IC, not OOC, as far as I'm aware. You'll have to either join the Police Department to see it or get it from a corrupt cop.

You will have to apply for PD usergroup if you're working for SAPD, then you can have access to SAPD roster otherwise that's not possible because it's restricted and only PD employees have access to it.
