    Faction Rules and Information


    You are expected to know these rules. If a rule is changed/added/removed, you are also expected to stay updated with it. Faction leaders are expected to ensure their faction is kept up to date on the rules.



    NOTICE: These rules are a supplement and do not replace server rules. You are subject to the server rules and their punishments in addition to these rules. Any rule(s) you violate here will get you punished in accordance to the standard punishments prescribed by the server rules.




    Faction Moderator Rules

    • You’re a faction moderator, NOT a leader. You are there to overlook and supervise the running of the faction, nothing else.

      -


    • Each faction is allowed to have one faction moderator. (Exceptions can be made to larger factions such as the San Andreas Police Department.)

      -

    • A faction moderator is responsible for their own faction only. At no point are moderators permitted to interfere with other factions, they must instead contact the respective faction moderator, or the faction director(s).

      -
    • Moderators should not be in other factions at all, unless they have permission from the faction moderator of the faction they are in.

      -
    • Players are not the ones to pick someone as their faction moderator, however they are allowed to request a new one if they have a reason to do so. Moderators will be appointed by the faction directors. Any issues with faction moderators must be forwarded to the faction directors.

    • Moderators are not allowed to interfere in IC situations unless it is needed/requested.

    • Moderators are not allowed to invite anyone into their moderated faction unless the division which recruits members into the faction has tested and accepted them. (moderators should request to see the application/proof of an interview occuring, before inviting the player)

    • Admins cannot give a faction restricted skin to players, unless they have a genuine reason to have the skin and have obtained the skin realistically (proof must be provided, e.g. SSs of obtaining a soldier's uniform).

    • Moderators are not allowed to promote players in factions at all (unless requested by the leader of the moderated faction), the player must be promoted realistically and in a roleplay manner.

    • If a player is hired into a faction by a person who does not have leader flag and therefore cannot /invite them script-wise, they must contact their superior who does have leader flag to invite the newly recruited player. An administrator with faction moderator status in game CANNOT process this request and invite a player into a faction. Everything must be dealt with in-character by players.



    Faction-Wide General Rules

    • A player cannot have leadership over two different factions at once. (this counts across accounts, and also counts for co-leader of factions [R5/R7]).

      -


    • Players must never be invited into a faction unless the normal invitation procedure is followed (roleplay must occur prior to the invite being offered).

    • Players cannot be invited to a faction without an application unless the Faction Director(s) have granted permission beforehand. Faction moderators may not give permission.

      -
    • Don't hire, fire/suspend or promote/demote anyone without any roleplay involvement, unless the person has broken OOC rules and must therefore be dealt with in an OOC fashion.

    • Players can be reinstated to a maximum rank of rank 1. If the player cannot reinstate, they must join the faction as a rank 0. Faction moderator’s permission is required to break this rule, however a legitimate reason is required.

    • Rank skipping is not allowed, meaning faction members must proceed through the ranks properly. Faction moderator’s permission is required to break this rule, however a legitimate reason is required.

    • Promotion systems should be followed. This means that a player should not be receiving promotions easily or for no reason.

    • Faction Hopping is not allowed. You must wait a minimum of 5 days before applying to another/the same faction (the 5 days begin AFTER LEAVING the faction). This rule does not apply to faction members joining the Federal Bureau of Investigation who are within law enforcement factions. Faction hopping permission can be granted by the faction director.

    • Faction tool abuse will not be tolerated under any circumstances. Specific examples include abusing tazers, radios, cuffs etc - every faction has its own form of tool abuse, you should be made aware of this.

    • Broadcast commands (/gov) must be used only for their IC intended purpose. Trolling in any form will not be tolerated, and will be treated as Non-RP behaviour.

    • Selling, buying or giving factions/faction ranks is forbidden (IC or OOC).

    • Selling, buying, giving or taking faction weapons is forbidden (IC or OOC).

    • You are not allowed to force someone to leave their faction, unless the high command of the same faction does it himself. However, the FBI NSB are exempt to this rule if the following rule applies:

    • Players are not allowed to own any faction vehicles (excluding the Cheetah).

    • The only restrictions on faction corruption are that the Judicial Department, Federal Bureau of Investigation high-command/National Security Branch and the IA in any faction are not allowed to be corrupt. Any other ranks in any other divisions are permitted to be corrupt.

    • Players require admin approval to raid Demorgan, and there must be at least 5 relevant faction members online at the time of the raid beginning.

    • You no longer need admin approval to release prisoners from Demorgan, however there needs to be at least 5 relevant faction members online at the time. If a member of said faction logss off during the release, the player(s) may continue with any roleplay.

      Important: Whilst releasing is allowed without admin approval, raiding still requires permission, as per the previous rule (e.g. a DOC member releasing a prisoner does not require permission)

    • You no longer need admin approval to escape from Demorgan, however there needs to be at least 5 relevant faction members online at the time. If a member of said faction logss off during the escape, the player(s) may continue with any roleplay.

      Important: Escaping does not count as raiding. However, you may not call for any sort of backup whilst escaping without admin approval, as that would count as raiding.

    • Live recruitment sessions, for any faction, require permission from both the Faction Director(s) along with the Faction Moderator.

      -
    • /members is an OOC command. No player can use /members in any IC way whatsoever.

    Faction-Wide Roleplay Rules

    • OOC channels may not be used for any IC advantage, excluding the following
      • OOCly clarifying any IC information that was given over IC channels.
      • Using /or to communicate ICly. To do this, the /or message must begin with 'R:'.


    • Detaining has to be roleplayed before typing the command to detain. Detaining suspects on vehicles which are unrealistic is not allowed (e.g. bikes).

      -
    • If someone is in disguise within your faction, do not go to OOC lengths to reveal them. You must act realistically and use IC suspicion (if available) to attempt to reveal them ICly. Anyone breaching this will be punished for metagaming.

      -
    • All roleplay situations involving yourself or your faction directly should be reacted to in a serious, literal and realistic manner. For example, hostage situations should be handled with the safety of the hostages and other LEOs in mind at all times. Anyone breaking this will be punished for non-RP behaviour.

      -
    • You can put a player in temporary lock down (e.g. held in a prison cell for interrogation) for a maximum of 20 minutes. However, an OOC agreement can be made between both parties to keep the player contained for as long as agreed. Either party breaking such agreement will be punished for powergaming.



      If the suspect is held, and they log out before the 20 minutes is up, they cannot claim that they were held for longer than the normal 20 minutes. They can be released, but the LEOs holding them will not be punished.

    • Using screenshots as IC evidence must be supported by the IC actions of setting yourself up with sufficient technology. Try to screenshot this setup wherever possible to avoid unnecssary accusations or arguments at a later point.



      If you die scriptwise (post-/accept death), you must reapply your technology to continue using screenshots as IC evidence.



      Application of technology lasts for 24 hours exactly, so long as the player does not die scriptwise or has the technology removed ICly.

      For example, if you roleplayed setting up evidence at 4pm on the 16th of July, any SSs taken after 4pm on the 17th of July would be invalid, until the equipment is re-RPed.

    • With regards to the previous rule regarding IC technology - any sort of surveillance equipment must be RP'd. For example, 'bodycams' are not automatically placed upon you when you enter a HQ, as some players seem to think. The only exception to this rule are dashcams. Unless it has been specifically deactivated, dashcams are found within every LEA vehicle. These save footage of the general surroundings of the vehicle, as well as inside the vehicle.

      Dashcam footage is automatically uploaded/streamed live to the faction's server, however bodycam manually uploaded through cable at the faction HQ. Dashcams record 360 degrees around the cruiser and record audio.

    • In reference to the previous rule -

      if a faction member dies around one of their own faction vehicles, they cannot check the dashcam footage back at their HQ when they respawn, as they are PK'd from the situation.


    • If you are supplied with recording equipment as a member of a faction, you will RPly have this equipment revoked upon retirement/removal from the faction. [/COLOR=#ffffff]



      However, RPing that you specifically store the equipment somewhere before you retire/are removed from the faction allows you to continue using it (you must supply evidence of doing this if requested).



      Important: If you die or have the equipment removed from your person, you cannot RP having the equipment again without obtaining it.

    • If an LEO is killed in relation to a casefile they have created, they are no longer allowed to involve themselves with the case. However, other faction members can if they have the IC motive to do so (e.g. the case is stored on the FBI database, therefore other agents take over).

      -
    • Factions cannot enter the base of the National Guards without informing them. This is more of a roleplay regulation, as any breaches of this rule can be handled ICly (e.g. trespassing).

      -
    • Players with 20 crimes and/or 5 arrests can not be hired unless they have received enough recommendations for the faction applied for.

      -
    • Breaking cuffs must be RPed realistically. Shooting cuffs off is not a realistic option, as it would not work in real life circumstances.

      -
    • Players in a faction are only allowed to arrest or charge someone with a legitimate IC charge - you are not allowed to charge someone simply because “you are corrupt”.

      -
    • If a player requires anything from an admin (e.g. faction uniform if they have RPly gained access to one), they must take screenshots to supply at a later point. This is vital, most admins can't check logs and will not be able to give you what you want without proof.

      -
    • /mask can be used in a variety of ways to conceal one's identity. Some people (with appropriate roleplay/realistic access to such things) use facial prosthetics and use /mask as a way of concealing their identity through this method, which is perfectly acceptable through roleplay. However, if no roleplay is done prior to the /mask command being used, by default, it'll be roleplayed as being some sort of face cover, like a normal mask.

    • Just because someone is /mask'd, do not assume that they haven't roleplayed some sort of identity concealment. Instead, ask an admin to confirm with the masked player how /mask has been used in their case.

    • You cannot instantly assume someone is not a legitimate member of your faction without their actions giving you a reason to assume. (e.g. checking the roster for their name, asking if people have seen them around etc.).
    • When joining a group that roleplays a certain theme, like Mexican, Russian, etc, you must create a new account to roleplay within that ethnicity or CK your current character and start a new character. For example, if you get invited into the Chechen Mafia, you must create a new account to roleplay a Chechen character. You cannot roleplay a different character simply by changing your name.







    IC Faction Information
    The following information is IC only. This is a short section to describe briefly how factions are ICly expected to interact with each other. Whilst you will never be prisoned OOCly for breaking any of the following guidelines, they will almost definitely land you in IC trouble if you're caught:



    Factions must respect each other and they are not allowed to act in a way that would cause significant harm to another faction. If a faction uses another faction's facilities then they are not allowed to impede the faction that owns the facility or to play around in the facility.



    All factions must be mostly independent. The SAPD are responsible for taking charge over most criminal situations. The National Seucrity Branch specific to San Andreas, is the only faction that can punish members from other factions. No faction can promote/hire/appoint members in a different faction.

    Faction-Specific Rules


    The following rules are the set OOC rules for factions. Understand that there may be rules missing from here that exist in another section. Please ask your faction leader/moderator to clarify any rules you are unsure of.







    San Andreas Police Department




    • The SAPD has authority over all civilians in the state of San Andreas as they're a state agency.
    • The SAPD are permitted to patrol, and have authority over the entire map, excluding the red and yellow zone. Permission is required to enter these zones.
    • The SAPD cannot fire other faction members even if they have committed a crime, they must make efforts to contact the National Security Branch of the Federal Bureau of Investigation and hand over any relevant evidence.
    • See the Faction-Wide Roleplay Rules regarding recording equipment, as they are mainly directed at the FBI.
    • The IA Departmental Strike List can be found in the Faction-Wide Information section.
    • The SAPD has a cap of 65 members. If the roster exceeds or meets 65,

      recruitment must be closed.
    • If a crime is committed that is a violation of local, state, and federal laws, the FBI has NO right to take over the investigation. State and local law enforcement agencies are not subordinate to the FBI, and the FBI does not supervise or take over their investigations.







    San Andreas Fire and Medical Department




    • FMD is a State Agency.
    • FMD has authority only in medical situations.
    • FMD has full authority over security of their events and LEO factions must provide security for these events if they're available.
    • Firearms are only to be used for self-defence.
    • FMD has to roleplay reviving players, they cannot just use the commands.









    Department of Corrections




    • R4+ of the DOC require OOC permission from the moderator/
    • LEOs can request for the DOC to imprison the player for 2 hours instead of the usual 1 hour. (You cannot have the reason "being corrupt" to prison someone for 2 hours and randomly add the charge, a serious offense (e.g. murder) HAS to have been committed in order for the person to be prisoned for 2 hours).

      Important: You don't have to be most wanted/have 6 charges to be prisoned for 2 hours, it's down to the LEOs handling the situation as to how long you are imprisoned for.

      Important: Any sort of government corruption counts as a serious crime, and can be punishable by 2 hours of IC prison time.







    San Andreas Government




    • The SAG has authority to all states and below while it's faction itself is State Agency.
    • They are allowed to create, remove and edit laws.
    • They have the full authority over LEO factions during Government-held events, such as tax refunds, racers & other events
    • The Government must fund the factions fairly (no corruption is allowed in relation to paying factions, nor is stealing from the treasury through faction payments allowed).
    • The Government cannot order other factions to fire, hire, promote, demote or to suspend people.
    • The Government cannot force other factions to give them the usergroup access, they can ask.
    • The Government cannot order an LEO to add charges on someone without showing concrete evidence.
    • The Government cannot run crime scenes or training but they can set up an operation for the state agencies and below.
    • Firearms are only allowed to be used for defense (the Government is not an LEO faction, admins can punish government members for acting unrealistically with their supplies (for example, showing up at a crime scene and pulling your gun out, involving yourself as an LEO).
    • If a part of the Government's forum section refers to a specific law for IC use, the law must be stated somewhere else in the section. (this does not include general laws like punishment for committing a crime etc).
    • If a relevant faction moderator sees an issue with an IC bill, they may intervene with its implementation for OOC reasons, if necessary (i.e. unrealistic, doesn't mesh well with the faction dynamics/SARP playstyle etc).





    Federal Bureau of Investigation


    • The Federal Bureau of Investigation is the domestic intelligence and security service of the United States, and its principal federal law enforcement agency. Operating under the jurisdiction of the U.S. Department of Justice.
    • Although many of the FBI's functions are unique, its activities in support of national security are comparable to those of the British MI5 and the Russian FSB. Unlike the Central Intelligence Agency (CIA), which has no law enforcement authority and is focused on intelligence collection overseas, the FBI is primarily a domestic agency
    • The faction has access to a set of powerful features, both RPly and scriptwise. As such, the faction works closely with the Faction Director to ensure that the faction is run properly, without too much admin intervention. Rules that ensure FBI stay focused and are kept in line with such power are listed at the bottom.
    • FBI has investigative authority over all factions at all times.
    • If a crime is committed that is a violation of local, state, and federal laws, the FBI has NO right to take over the investigation. State and local law enforcement agencies are not subordinate to the FBI, and the FBI does not supervise or take over their investigations.

    The specific rules and procedures are simply to inform the community of how the faction generally works. They may be edited in the FBI private section at times, and may not always be updated here. This does not mean that anyone is exempt from the up-to-date procedure, just because they didn't know about it.



    Trust that if an FBI agent is exercising the powers bestowed upon them by the server script, they have a rule enforced by the Faction Director behind them. If they are caught going against this at all, as stated above, they will be banned and actions will be revoked.



    There is no chance of the FBI's power being abused here without being caught.







    San Andreas Network




    • San Andreas News has jurisdiction throughout San Andreas as they are a private faction
    • SANews does not have authority to intervene with outside matters of their faction.
    • SANews members are allowed to use their firearms only for self-protection, and are subjected to the firearms that are in their locker.







    Hitman Agency





    • Hitmen use fake LEO badges that can not be seen as a fake badge, or distinguished from a legitimate badge, even by a law enforcement officer.
    • Any OOC attempt to reveal a hitman is not allowed. This includes using /members (this is an OOC command anyway), /or or other OOC means. Stating over /or that someone is obviously a hitman because they aren’t responding in either the IC or OOC radio will be classed as MG.
    • Hitmen can force-CK if they are able to catch a player who is investigating them, however they must have valid evidence to prove this investigation. The HA and FBI moderators/faction director must approve this force CK beforehand.
    • If a knife or C4/bomb is found on a hitmen through frisking or other means, players cannot instantly assume affiliation with the Hitman Agency. They can however treat them realistically (possibly as a terrorist).
    • HA members will now be restricted on their ability to join factions:
      A faction can only have 3 hitmen in at one time, except SAPD which can have 6.
    • A faction cannot have pure hitman leadership (the R5/7 and R6/8 roles in a faction cannot both be filled with hitmen or hitman affiliates).
    • The leaders of the Hitman Agency cannot be high command in another faction (up to R3 in 6-rank factions, up to R4 in 8-rank factions).





    Judicial Department


    • The Judicial Department is a State Agency.
    • The Judicial Department cannot order other factions to fire, hire, promote, demote or to suspend people, unless it's during a Court Case
    • They have the full authority over LEO factions during Judicial-held case, such as Court Case, Trials or lawsuit.
    • The Judicial Department cannot force other factions to give them the usergroup access, they can ask, unless it's the Attorney General. (Only SAPD)
    • The Judicial Department cannot order an LEO to add charges on someone without showing concrete evidence.
    • The Judicial Department has the full authority to hand out any form of punishment(s) to any individual who is being involved in a Court Case.
    • The Judicial Department must give the player at least one chance to reschedul if they cannot attend, but if they fail to attend the next scheduling, then the Judicial Department can contact the San Andreas Police Department with an arrest warrant.

    Cali Cartel






    • Cali Cartel will no longer have access to tanks/hydras/hunters.
    • Cali Cartel may not force CK, however they may player-kill players whom are investigating them; doing so means the investigation/casefile will be deemed invalid and no longer can be acted upon by those who have been player-killed. (E.G - an agent involved is PKed, but then helps FBI raid them with later roleplay)
    • Character kills are not permitted under any circumstances.
    • Cali Cartel are to strictly focus on the sale of narcotics and weaponry and should not stray away from their purpose.












    Regulations on Illicit Organizations





    All illicit organizations such as the Hitman Agency, the CJNG, and others are subject to the rules below.




    • If you have evidence of a law enforcement agency investigating you as a part of an illicit organization then you may pursue involved agents/officers and character-kill them, however the investigation may be continued by another Officer/Agent at their own discretion if the casefile is still within a database or if the investigation documents haven't been demolished.
    • If the law enforcement agency carries out an investigation on an illicit organization and successfully arrests members of said organization, then those members will automatically be removed from their organizations.
    • If the leader and co-leader of an illicit organization are arrested simultaneously then the organization will automatically be purged. The organization cannot switch leadership once an investigation is under way to avoid being purged.
    • All character-kill requests must be ran by either the Faction Director(s) or the Faction Moderator where any evidence will then be thoroughly reviewed and permission will be either granted or denied.




    All arrests and investigations must be approved by the director of faction management.








    FBI agents can only enforce federal law and can enforce federal law across the nation. Local police can enforce state laws within the entire state and local ordinances in there city or town. County and State police can enforce state law within there state. A federal agent can arrest a local, state or county officer if they are caught violating federal law. A local, state or county officer can arrest a federal agent if they are caught violating that officers state law.












    These rules are subject to change at any time, please check this thread regularly. Any major changes will be highlighted in a new post on this thread.

    San Andreas Police Department / Department of Corrections

    • Employees within the San Andreas Police Department ranking Senior Officer+ (R2) only have the required access to lock and unlock cells, any employee below the ranking of Senior Officer+ (R2) does not have the required access (access cards/cell keys) and should refrain from opening cells or it shall be considered as Powergaming.
    • As a player, you should not log onto an alternative account within the Department of Corrections or San Andreas Police Department to open cells for a roleplay scenario that's predominantly being roleplayed upon your main account. E.G - You should not log onto an alternative account and roleplay with your gang/family/group on another character to free a player from said gang/group from holding cells, this will be considered as Metagaming.
    • You must now seek permission and direct approval from your relevant Faction Moderator with good reason and intention before you free any civilian from San Andreas Police Department or Department of Corrections holding cells; if your faction does not have a moderator, you should seek the approval from the Faction Director instead.



    Federal Bureau of Investigation

    • With the recent removal of Sector 9, members of the Federal Bureau of Investigation are no longer allowed to be corrupt; regardless of the employee's rank.



    San Andreas Network

    • The San Andreas Network Executive (R7) is no longer permitted to be corrupt, the Netowrk Executive should act realistically and always aim to rid of corruption within the private faction; failure to do so may result in a faction wide purge or removal of said Network Executive.

    • R4+ of the DOC require OOC permission from the moderator/
    • LEOs can request for the DOC to imprison the player for 2 hours instead of the usual 1 hour. (You cannot have the reason "being corrupt" to prison someone for 2 hours and randomly add the charge, a serious offense (e.g. murder) HAS to have been committed in order for the person to be prisoned for 2 hours).
    • Important: You don't have to be most wanted/have 6 charges to be prisoned for 2 hours, it's down to the LEOs handling the situation as to how long you are imprisoned for.
    • Important: Any sort of government corruption counts as a serious crime, and can be punishable by 2 hours of IC prison time.
