Your Question:
So I'm using modloader x asi loader, drag all the files into my directory excluding the readme-s, put the .txds and .dffs inside the modloader folder, nothing happens in game.
Has anyone had this occur before? If so, what did you do to fix it?

Try adding the .Diffs & the .txds stuff on the GTA 3.img.
Try using Alcei's IMG Editor

Make a spare folder for every mod you install, don't just put the files all together.

Follow these steps,
1- download ACI IMG editor
2- open it and press F5, search for "Skin Nam.txd" then replace it.
3- Search for "Skin name.dff"
