Hey there,
I'll hook you up with some solutions that may (hopefully) help you to fix your problem, first of all, you can try googling your problem or searching videos and tutorials on how to fix it on Youtube (This is a topic from SAMP forums with some useful fixes http://forum.sa-mp.com/showthread.php?t=441245) you can also try re-installing your SAMP and/or the whole GTA:SA.
If none of the above work, try the following:
1. Right click on your SAMP shortcut
2. Go to settings > Compatibility
3. Choose an older windows version (example : if you're using windows 7 you can try setting it to windows XP)

Reinstall GTA.SA and SAMP.

You can fix this by doing following steps.

1.Open SAMP.exe file, top of it, there would be 'tools', click it then 'settings'.
2.Then just check destination of your GTA San Andreas, if its wrong, select right location(clicking folder button beside it).
3. If it is still not running, check that both must be run as administrator or both not as administrator.
