Do you have a modification for map(radar)? If yes then I'll suggest you to delete it and reinstall it in a fine way.
If No then I suggest you to reinstall your GTA San Andreas plus SAMP.

Try to uninstall this mod (radar mod), if it works, install it again, I think that this will work.

Follow those steps please: ESC > Options > Display setup > set Radar mode to Maps & Blips

Before I go ahead and suggest anything, do you have modifications installed?
If you do, please list every modification as well as their type (e.g skin, vehicle). This sounds like an issue with conflicting modifications, perhaps radar modifications.
