Well there are two ways to edit your forum profile picture to have a transparent effect. The first way is to edit the picture's background in such a way that the forum's background color matches. And the second way is to use photoshop to cut out the pictures background with a transparent layer.

You need to have specific worthy usergroups in order to edit your profile background, such as Public Relations, Old School Veteran and etc.
