If the modification gives you no advantage over other players, then sure. So if the prone modification gives you no advantage in shooting, bugs and so forth then you should be okay to use it. If I'm not wrong, I've seen someone use it in a SANG promotional video before, I'd say try avoid using it when shooting other players.

You are never allowed to use modifications which gives your advantage on other players. It is not even allowed to have them installed!!
You can get permission from an administrator to use them if you have a valid reason!

Hopefully this answers your question properly, if it does not give you an advantage, i.e being able to prone under objects someone without the mods couldn't then that is an advantage. If it is just an aesthetic then there is no problem. Test it in a private server first, make sure you can't find anything that others can't do. Then you have the good-to-go.
