Restricted was created to lower the amount of forum alternative accounts that are used to ban evade and troll, which is why we have the approval system back now.

Restricted allows you to post forum complaints and ban appeals, any other features are restricted however, only a forum administrator can tell you the actual specifics but forum complaints and ban appeals are confirmed.

So if your account is 'banned' now, then it's probably permanently banned, e.g people who server advertise or spam the forum with links to other sites.

Nothing will work, permission is same as banned but can do complaints and ban appeal.
