What does actually a restricted account mean on forums?

And what is the difference between a banned account and a restricted account?

And another question, what happens if I ever get banned or get restricted? Could I still log into the account and post ban appeal or I'll have to create another account to do that? Wouldn't that be ban evading? Please explain me things elaborately.

Hello there,
A restricted account is like a banned account, but has some access.
A banned account, is banned, no need to explain that.
A restricted account is also banned, but can still post FC's and ban appeals, that method was put in so people won't ban evade anymore to post ban appeals.
Now, if your account is BANNED you can't log in it, but if it's restricted you can log on it and post appeals, that's not BE because you're not creating another account while the main is banned.

You can create another account if you don't have access to an account to appeal.
