Go to task manager > and try to find gta:sa and click on delete, if it does not work just reinatall your gta.

Try changing the compatibility mode on sa-mp/gta-sa.exe. If that doesnt bear fruit then delete gta_sa.set in /your documents/gta san andreas user files/
