Right click on SAMP then properties -> Compatibility -> Run compatibility troubleshooter
If it still appears after troubleshooting has been done then try to set the compatibility to Windows 8 and check the box "Run in 640x480 screen resolution"

Go to your documents then in GTA user files, delete gta.set or whatever it is likewise with any corresponding config files that may store data that determines your resolution.

I have finally diagnosed the error and it was caused by a mod relating to resolutions.
