It is under attack as Kevin said. Not only we but many servers has this issue.

The server's issue has been resolved. However, the port is 7777. Connect to the server using samp.gta-sarp.com.

The server's port has been changed to 7777 instead of 4500. Previous IP - samp.gta-sarp.com:4500 or 162.220.33.252:4500. Here's the new IP - samp.gta-sarp.com****** or 162.220.33.252******.
