And say i was to make a new forum from my original one , does it count if i make a Beta Tester app or for my 1 year veteran thing on the forums ?

It's up to the head helpers and or DOPR to open recruitment. As for the second part; Just refer and prove to the admin/testing team that this is your original account and you own it.
