He didn't say that you're obligated to be level 10 or above, he said that you would have more chance to join hitman if you are so.

You should speak english well and roleplay fluently and unique. Try to get known by the Hitman members and Roleplay with them (Using /me, /do, /my and /appereance). You shouldn't show bad reputation of yourself around the community and make sure not to rulebreak.
Also avoid asking to join it, it will only decrease the chance of getting in. (It's handpicked.) When they notice you as a high leveled Roleplayer and not as a rulebreaker, they might ask you to join. It's very difficult to join this Elite-RP faction but worth trying.
