Whole computer freeze when entering SAMP server

I will add a 1,000,000$ IG money to the one who fix his problem.
He tried everything, reinstall windows, changing window's bit, reinstall GTA, downloading software, re-install gpu's driver, just everything, I am just interested to see what the problem is.

When you say fresh install, from where? Is it a purchased version of the game, or is he downloading it online?

Does he crash after spawning?

Does he lose connection with server before GTA SA freezes?

Tell him to try using a VPN or restart his router.
