Your Question:
Ok now, when I log and play
It always stuck and freeze when pressed spawn

Intel G2020
Asrock H81M
Intel Graphic
500GB HardDisk
2GB Ram

Try un-install the whole of GTA SAMP installs, then re-install, see if it helps, if not I would look at upgrading your spec mainly Ram, however my old computer was worse than that spec and ran fine. Just try the re-installing step see where it gets you.

Could try resetting your router, maybe if your playing wireless try playing straight to your router if possible, using Ethernet cable(Cat5e).

Make sure your not downloading anything or got any other programs or applications open when launching SAMP.

This might be a long shot, but you could even try looking in windows updates see if you got many important updates to do?

You can try updating your internet controller driver just get the model of your motherboard go on their website find some internet drivers install them that may boost your internet. ( Look in device manager if you want to see drivers you have installed etc)

Has this just happend so suddenly? Try to reinstall gta, or uninstall some mods, of course.
If this continues to happens, reply and tell me that, I'll think of something else, but check the tips out.

I highly doubt that it has something to do with your internet connection..
If you are using "illegal" copy of GTA it most likely have some mods on it, you should consider removing them.
