This is really weird mate. Damm.
I did many things to classify me as a criminal. But I have changed.
Open your task manager and make sure you don't already have GTA open, that will happen to me sometimes. If it's open just close it.
Guys, y'all wrong, if all these above doesn't work, here's what you need to do.
1. Make sure you have administrator access to your computer. (You are able to run programs as administrator)
2. Update your computer using Windows Update. (Control Panel > System and Security > Windows Update)
3. Download and install this: iObit Driver Boooster
4. Run the program as administrator, then let it do a scan of all your drivers, then update it.
5. When the updates complete, you might want to restart your PC.
6. Delete "gta_sa.set" from Documents > GTA San Andreas.
7. Run gta_sa.exe and samp.exe both in Compatibility Mode (Windows 98/Me).
8. Try running GTA.
Note: It's your option whether to keep Driver Booster installed on your PC for future use, otherwise, feel free to uninstall it after use.
I hope this works. There had been many similar cases like this who also asked for help and I gave them this solution and it worked.

Edit: The reason why I think this would work is because buying a new PC means you are having only the files that are required to boot your computer up on your drive. This means that you have not yet installed all the working drivers.

List down the complete specs of your PC.
Make sure you have downloaded or installed all the correct drivers as the app ONLY updates the outdated ones. This was also my humble mistake in the above answer I posted as I forgot to mention that you have to manually donwload all your drivers for each specific hardware component included in your system.
Also, post a screenshot of the error your encounter.
Uninstall SAMP and GTA + Mods if you have one.
Restart PC.
Install GTA > Run GTA on single player > play for a couple minutes.
Install SAMP.
Edit: I'm not sure if it will work but I had this problem too before if I'm correct what is stated above is just what I did. I also converted my gta to 1.0 with a auto converter/downgraded whatever you call it after installing samp. I had some files that can't be deleted so I had to use a force delete/uninstall just oget rid of it.
