It has nothing to do with the specs of the PC. You're just shit out of luck, this happens to everyone from time to time. It doesn't appear to happen as much in Windows 10 though, as I have noticed. When you do Ctrl + Alt + Delete the Task Manager will come up, if you usually just press "delete" then "enter", it will close GTA SA assuming that it's at the top of the task manager.
There is no fix for this, or workaround. I have a second monitor, so I'm able to just keep Task Manager open, and close GTA out that way.
