Not on Paint, but try looking for some tutorials over the Youtube, you might find something.

I don't think so, but you can search for pics in google images. ex: GTA SKIN PNG just add the PNG after the thing you're searching and prolly something would show up.

Photoshop as Clapham said. Its easy to do, go to YouTube and type how to make background of picture transparent, tutorials will be coming.
