I got two garages but only one of them is openable do i need to donate for it or if i just place a gate it will be openable.

Well, this depends if the object is stuck to the buidling itself or it's another object, as far as I know, you can have it transformed into a gate, but I'd rather contact a mapper / dev about this if I were you.
