You can go ahead and post all of the offenses you think an administrator committed into one FC or post another if you'd like and it'll be treated individually. No time limit from what I'm aware to post a complaint.

Well, you can describe both of your reason in one forum complaint if you want or post different FC(s) you want. Depends on the admin(who control admin FC) how they respond and in how much time.
