You have to install the ASI loader and then modloader. To find the ASI loader and modloader, goto Google.com >> ASI Loader, then click it and download it. Then run the file and search the modloader in google, and download it.

Create a folder in your GTA Directory, and rename the Folder to >> Modloader(If there's already modloader folder, then create a new folder inside of Modloader folder and rename it to Skins Mod, and then place the TXD. and DFF file inside of Skins Mod folder).

As Nazario said, there is variety of ways to do skin mods, the first one is modloader and if you want to auto install the modes you can click this link (http://www.gamemodding.net/en) just go to the skin mods and choose any skin mod you want!
There is also a lot of other skin mod websites, you can also use a IMG editor to install skin mods, I advise you to use Alci's img editor which can be found here : (http://www.gtagarage.com/mods/show.php?id=17269).
