I've reinstalled my GTA: SA hundreds of times seeing what mods would work with my ENB. Most of the times my game crashed it was due to CLEO or a corrupt file (in my case it was my sound mods). It's good to remove unnecessary files. I will look at the ENB pack and edit my reply with some solutions.

Uninstall your GTA and install it in a different location (somewhere other than the Rocker Games folder like C:\ perhaps). Download your ENB and the necessary files (ASI loader). Only install CLEO if it's absolutely required.

I swapped the d3d9 file with another one and it loaded gta but when activate any enb the screen shakes and it goes all fuzy.

Save the file in your main directory as startup.bat (make sure you select "all files", not just .txt)

Open the .bat as administrator and then start SAMP

It works on me, I just copy pasted those files and then it works.
Enabled it by using; Left Shift + F12.

If you are Windows 7, You could just copy and paste those files and It'll works,
What kind of a windows are you using? If windows 8+ You have to do some process,
There is an tutorial for that on youtube, Did you take a look of it?

Just found out something crucial, so I installed a enbseries 0.075 and it works fully. It just doesn't look that good and are for really low end pc's.
