I've reinstalled my GTA: SA hundreds of times seeing what mods would work with my ENB. Most of the times my game crashed it was due to CLEO or a corrupt file (in my case it was my sound mods). It's good to remove unnecessary files. I will look at the ENB pack and edit my reply with some solutions.
Uninstall your GTA and install it in a different location (somewhere other than the Rocker Games folder like C:\ perhaps). Download your ENB and the necessary files (ASI loader). Only install CLEO if it's absolutely required.

It works on me, I just copy pasted those files and then it works.
Enabled it by using; Left Shift + F12.
If you are Windows 7, You could just copy and paste those files and It'll works,
What kind of a windows are you using? If windows 8+ You have to do some process,
There is an tutorial for that on youtube, Did you take a look of it?

Alright so I tried installing it without cleo or modloader and I'm getting the 'GTA SA requires DirectX version 9.0'.
I find that ENB's are very buggy and don't work for me, id appreciate someone speaking out if they've had this problem.

Still not working..
Windows 10 is not compatible with ENB's for SA-MP.
Just found out something crucial, so I installed a enbseries 0.075 and it works fully. It just doesn't look that good and are for really low end pc's.
