Try removing all of your modifications - reinstalling GTA completely - restarting your PC, it's bugged sometimes. This is usually caused by modifications.

If you've any modifications try to remove them also we're having a bug(Report Crash) it is something wrong with SA:RP Devs are trying to fix this issue, awaiting player 12 hours.
