How do I fix the "Unable to Execute" bug?

So, I was playing in single player since I was bored. I was playing around, however, as I got out and tried to go back to SAMP, this mysterious issue came. When I tried to connect to the server, it same "Unable to Execute". This is very weird, as I've never had something like this done to me before. I even uninstalled SAMP and deleted GTASA and reinstalled them, even restarting my computer. Nothing has worked. So, how do I fix the "Unable to Execute" bug? Would love to get a response asap because I really want to back IG and RP.

It also will only work if I change the properties to "Run as administration" too. Is there any way I can play SARP without having to run SAMP as an adminstration too?
