Try booting in safe mode so only windows services are running, then try.
That may help^ didn't really read your posts.
Something blocking you from running it likely Windows Defender or something not sure how the Windows 10 "built in antivirus" works but you know...There was some bug with Windows 10 where User Account Control security levels weren't properly setting. For this, I recommend resetting it to default then try over lowering the bar.

Looks like counterflix or w.e it is is tied to your default search engine.
In browser settings manage your search engines,
