Any mods installed? If so uninstall them first and try deleting the SAMP install.exe and downloading it again.

I had no mods i'd download it many many times but still crashing.

Worked for me in the past so try this one out: Go to your GTA SA Directory and right click the samp exe and go to properties, after that go into compatibility and select run as administrator and run this program in compatibility with win98/me, click apply and try launching it now.
