No sir.
SAMP is only officially supported on windows. There is ways to play on OSX and even on Linux but there's no way to play it on Chrome OS.
The only way it could be viable is if you can install windows to your computer, which isn't possible on all chrome OS devices.big changes are here, more soon stay tuned

Not really no, you could try running It off a flash drive as admin, don’t really know much about chrome OS

Nope, you simply can't. You need GTA SA + SAMP to play SAMP.
