    Okay, so, I've noticed that these lags occour MOSTLY on high speeds and while running or walking.

    I had the same problem... I just solved the problem of deleting all mods in my directory and reinstall the game.
    Since the reinstall I do not have any lag anymore.

    Put flickr and SAMPgraphicrestore into modloader and put the anticrash files into the GTA SA directory.

    I think it's some sort of SARP script related bug as I can perfectly run SA:MP and I do run it on other servers (bigger pb, not gonna mention names) and when I'm on SARP I get super random freezes which people who are driving with me or near me get too and complain about them. I don't really think this is client-sided at all.
