If you're the leader of a family, you have access to every family related command.

If you decide to namechange for whatever reason you may have, you lose the ability to use the "leader" commands such as /adjust name (to change family name).
You also cannot demote other rank 6 members because you're not considered the "leader"

Looks like it was never scripted, not a bug. And yes this is the case.
