Your Question:
this error appear when I try to connect to servers with 0.3DL support (like SARP) after I install the new sa-mp 0.3DL
I try to re-install the sa-mp one and also my game and it doesn't resolve the problem.
any ideas how to fix it?

I had that issue until I deleted all of my mods and installed a fresh copy of the game.

You have to delete sampfuncs and any mods you've installed. VM one of the section moderators if you want further help.
