GTA:SA requires a legacy feature of Windows called DirectPlay in order to run in newer versions of windows. The problem is that I couldn't seem to successfully enable it. I've narrowed down the problem to the "restart required" part when enabling the feature as anything that requires a restart fails to successfully install.

I'm running Windows 10 Home on an Acer Aspire E15, i5 7200U, GT940MX, 4GB. All drivers are fully updated.

Also, I have dual booted Ubuntu (linux) in a separate partition. My drive is GPT, there are solutions but it only works for fixed MBR disks, conforming to to MBR will delete my files and I'm not willing to go through that hell just for one game.
