Maybe the skin mod that you have chosen or installed is not really compatible for San Andreas Multiplayer version. Try the other skin mods and test it in Multiplayer for its functionality. I believe that all skin mods are not compatible for Multiplayer version itself, some or most skin mods are really for only Single Player version..

Ped files contain txd and dff which work both singleplayer and multiplayer. Slap those files into modloader, boom works. The problem is within the txd file not the compatibility thing. That compatibility thing happens when you have ENB. Some ENBs work for both, but there are some only work in singleplayer. Same goes for mapping mods, only work in singleplayer unless otherwise mapping retextures.

Have you put the .txd and .dff files in the modloader?

You just install it and create a new folder inside of the "modloader" call it however you want, would recommend "Skin mods" or something you will know its only a skin mods. And then drag inside that folder .txt and .dff files. Try to join IG and check if works.
If you already have the modloader installed, and everything was done I said up, then I don't know what could be the problem.
