So if someone buys a car and he lost it and cant find it. If he logs off then logs in again, will it be in the place it was last /park'd ?
And what if someone steals the car, will it disappear and return if the owner relogged ?
And isthere a /givekeys commands ?

The car will stay at the same location it was when you logged off, it will only respawn if it explodes or if you /towcar.
The car will disappear 15 minutes after the owner logs off (uncertain about this, but I'm pretty sure I'm right.).
You may buy extra keys from /vehupgrade and then then /givekeys, yes.
