Why can't I make a suggestion form?

This is what it says, "_Katie_, you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation."

Because they temporarily disabled it, I'm not really sure why though. It might be because they want to review some of the suggestions first before they open it again and let the suggestions section get spammed again.

The Dev's are busy working on things, that they think is important.
They are closed untill they can handle the Suggestions.
