This happened to me also a few times some time ago. For me simply relogging fixed the problem. But if the problem persists I suggests we hear another opinions&suggestions on how to fix this issue.

Emily Grey's got this one in the bag.
You were using the color picker at the PSCC mod garage and it never successfully realized that you were done picking colors (and/or you never did /ccp). All you needed to do is /ccp (cancel color picker) or just relog. Not really a bug, as you made this happen by not using it correctly :).
It is pretty fun to drive a car that is changing colors though I guess, I'm assuming thats what you were doing before this xd.
Oh, and this is a bug if you never were using the color picker, because thats where it was coming from
I'm a lil bit curious if you ever used the garage color picker so..
