Try re-installing the entire GTA:SA, if that doesn't work I'd recommend getting a VPN as Dustin stated previously. There are good free VPN's that could be found off of www.google.com

Maybe you are banned? If you are banned it shows it like that.
I'd suggest you to post a ban appeal to find out, maybe you were banned but you dont know about it.

I have the same problem. I used a private VPN (as suggested in Forums) and now it says that I am banned when loggin. I have decided to post a bann appeal and see if Admins can check it and sove it out.

Reached a solution, OP since we had similar cases of trying to re-add the server and not pinging it I may be able to help. Follow these steps:

1. Open up Command Prompt (opens a black screen with white text)
2. type: find "NSA_BUG.exe"
type: find "NSA_leech.exe"
If no results are found, then you are good, proceed to step 3. If you find something, let me know. I had to delete some things
3. Completely shut down your computer
4. Go to your router, modem, whatever provides you internet. Turn it off (unplug) and wait for 10 seconds
5. Turn on your modem, router, whatever
6. Return to your computer and restart your computer
7. Open SAMP to see if you can ping the server again

I couldn't ping the server the past few days this worked, step 1 and 2 may not be necessary but the rest of those steps are golden

Your IP, or your entire ISP maybe is firewalled from the server. None of the helpers, and a large majority of the administrators can't do a single thing about it either, (there's even a number of admins who get locked out of the server frequently).

You can try to PM the community directors (Marcus, Dion/Bimmy, Smo), maybe Smo since hes apparently been handling rangebans and see if he can do anything about it.

Most of the free VPNs are going to be banned or aren't going to let you connect to SAMP servers on them, I really wouldn't advise using one unless you plan on buying one which I'm not sure why you'd want to pay monthly (or yearly or anything) for a VPN just to access the game server.

I received answer from my ban appeal. Admin told me I was not banned but I still could not get in the server. What finally solved the matter out was restarting the router. After restarting my router I had no problem when entering the server.
