Did you try entering SA-RP when they have a lower player base? Maybe when there's only 30 - 50? I sometimes can't be online when there's like 110+ player online.
Edit : Maybe you have mods? Try to take all of yours mods off and maybe re-install the SA-MP / GTA for the last time after you take the mods off. Maybe it has something to do with the mods.

Yes i have Mod installed but i dont think thats the problem because i can connect to other servers.

Look at the IP's who's range banned, maybe your IP is banned.
