If it's available as a SA-MP object/toy, then yes you can get it. If it's not there, no you can't.
Check here: www.k-dst.de for some toys you may want.
I don't think a batman suit exists.

There's no Batman suit, but combining some of the masks with some(x) skin you may RP having a Batman suit.However, make sure you aren't toy abusing as it is punishable.
Second option is to Google for Batman MOD on SA-MP and download it, afterwards input it in your GTA of course.Although, if you have a Batman MOD on your PC, only you and those who also have that MOD are able to see it, not everyone.

No Batman Suit object available, but if we tried to combine a few objects, then we could get something that looks like a Batman Suit. Awaiting Player.
