There's no way of him being a minigun-hacker. If a player hacks a minigun, he gets auto-banned by the Anticheat so, it most likely was an administrator or a player with an admin given minigun.
Make a player related complaint.

He's obviously a bit new and thought someone hacked this minigun since he didn't know how easy it is to catch for hacked weapons.

It is possible by the way to the people who are saying its not. This has happened to me twice so far one time was when Shinji and me were in FBI and in a rancher and some hacker spawned in was shooting out the window. He was banned, byte thought it was a admin but after checking logs he said it was a hacker.
