I think he meant that d3d9 dlls such as enbs prevent him from starting.
Try and disable DirectPlay legacy. ( or enable it, I forgot which one. )
d3d9 is part of s0biet you probably forgot to remove it along with another s0biet folders, that's why
or you installed/removed enb but not completely

What is your operating system?
Since he specifically mentioned that there are files, instead of a single file, I think he is getting a problem, like:
If that's the problem, just download that .dll file from the website provided above. Grand Theft Auto San Andreas mostly requires d3dx9_26.dll or d3dx9_27.dll.
However, if the problem is with the one specific "d3d9.dll" then I think that you should try to reinstall the game completely, after uninstalling & deleting the previous one. And be sure not to use any mods on the first run so you can face no problems.
In any case, please take a cropped out screenshot of the problem and post it here.

Windows 10 users have been facing the issues with ENBs. Most of them do not work. I use this one, you can try it too:

I just said that Windows 10 can't support some of the ENBs. You can try removing the creator's update (http://www.gta-sarp.com/forums/showt...Creator-update) and then try again, but it's not guaranteed that it would work. If you're so eager to use your ENB, downgrade to Windows 7 or 8.
