Please remove any of the ENB mods if you're using, especially if you're using Windows 10. Try to reinstall the game without any mods.

Try setting the compatibility to Win XP SP 3 or above.

windows 7 x64 it was working fine untill avast wiped off some of my GTA.exe's, even tho I made a clean copy and disabled avast facing same issue even with lol if that matters.

Remove all files related to Gta San Andreas and Samp, and reinstall them, use driver booster to install new drivers and then will work properly.

Ok. I think I get your issue. I'd like to ask you two things.

1) Do you have any file named d3d9.dll?

and,

2) After you connect to the server check your task manager ( Ctrl + Alt + Del for Windows 7 ) and switch to the Process tab. Do you see the gtasa.exe in that list?

A window will appear and click ''display'' on the top of window.
Check '' Approx total memory '', if there is '''n/a'', it means you have to install new updated and fresh drivers for your windows.
If something shows in it like Approx total memory: 1024 mb or whatever, try removing your mods.
I also recommend not to use Windows 8-10
Windows7 x64 works fine, this problem happened to me. Often occurs on laptop.
