Hey, so uhh. Delete your gta_sa.set in your documents, GTA San Andreas User Files folder then start the game, if it lags then open the task manager and go to ''Details'' tab then right click gta_sa.exe, click on ''change affinity'' tick all the CPUs, that'll help to increase the game's performance and boost your fps, then press on ''Change priority'', set it to high or real time find out which option is smoother for you IG, it varies on laptops and computers. And don't download any of these razor cortex and other boosting FPS programs, it wont work on SAMP. Then right click the battery icon on the left down then press power options, if you don't see the ''High Performance'' method then click on show additional options then you'll see ''High Performance'' click it, this option favors performance but uses more energy. Try reinstalling your GTA and samp in a new clean folder.

if u feel like software solutions arent doing anything, u could always go for a hardware fix.
try reapplying thermal paste, dust-off, overclocking (for laptops it would be wise to OC the graphics card and undervolt the CPU). You could upgrade your RAM & HDD/SSD to see improvements too.
Format your PC completely, and reinstall Windows.
